This munk, about 16 years old, is already a high llama; as evidenced by the goldenrod stripes on the upper part of his red robes. Yet he still needs to practice debate with the other munks. He leads a focused life, forbidden by his teachers even from drinking milk tea so as to lead a diet led to protect his thinking prowess.
In this sort of debate, one munk sits on the ground while the opponent munk stands above him. A munk can win by logic, or--if the sitting munk can somehow be incensed to standing up, even if by means of simple insults from the standing munk--then the standing munk wins by default.
The action you see in this picture is the clapping that the standing munk standardly uses to send off his points and drive them home, toward the sitting munk.
